Former and current Xiaoping Township heads Lin Zhicheng and Pan Heyuan are accused of arranging their acquaintances to work as temporary staff while actually performing confidential tasks, then collaborating with qualified temporary staff to appoint them as recommended instructors who would receive the salary difference between the temporary staff. This money was later withdrawn and given to their own people engaged in confidential work. After an investigation, the Pingtung District Prosecutors' Office charged two township heads and four administrative staff for using their positions to fraudulently obtain funds, denying all charges and expressing no remorse, requesting severe punishment. Lin Zhicheng, serving as the Xiaoping Township head from 2014 to 2022, allegedly instructed the appointment of ineligible individuals and falsified documents to embezzle funds. The Prosecutors' Office also charged the current township head and other staff members for similar offenses, invoking the Anti-Corruption Act and forgery under the Criminal Code.
