Factors considered included hurricane strikes, shark attacks, and surf zone fatalities, leading to an overall index score for each entry. New Smyrna Beach topped the list due to its high risk of hurricanes and shark attacks, while Miramar Beach was the only location in the top 10 without a recorded shark attack despite experiencing seven surf zone fatalities.
