Taiwan High-Speed Rail Company signed a train procurement contract with HTSC, planning to have new trains arrive by 2026 for operation in Taiwan, leading to the construction of a 'Second Vehicle Maintenance Plant' in the Zuoying base at a cost of around 5.1 billion NTD. The project, managed by contractor Hongsheng Construction, faced controversies over delays and poor quality, prompting changes in project management and staff. The discontent among employees was sparked by chairman of Hongsheng Construction, Guo Beihong, contacting High-Speed Rail's chairman Jiang Yaozong to resolve issues, which led to internal friction and discontentment.
