In response to the parliament's passing of the National Assembly Reform Act, President Lai Ching-te submitted a constitutional interpretation request to the Judicial Yuan through lawyer Hong Wei-sheng. Mayor Ko Wen-je criticized Lai for not respecting the law passed through the third reading, stating it was a misleading concept. Ko questioned if someone could avoid taxes by requesting a constitutional interpretation on tax laws, or use drugs before the result of a constitutional interpretation on drug laws. Ko emphasized that the president should be the guardian of the constitution and criticized Lai for undermining the rule of law by not following laws until their constitutional interpretations are decided.
