During the legislative review of the Parliamentary Reform Act, Chu Jui-Hsiung clashed with Han Kuo-yu over speaking order, while Ker Chien-ming abruptly got up from his seat and was caught on live broadcast allegedly sneaking to the back of the meeting room to smoke, leading Taipei City Councilor Liu Tsai-Wei to report him. This incident is on the backdrop of Ker previously being accused of smoking inside the Premier's resting room without evidence, but this time he was caught on camera. Meanwhile, Chu got enraged at Han and chant mean words, followed by Ker trying to speak but getting interrupted, then seen leaving to a smaller room at the back, where he appears to be smoking. This act was captured by netizens and reported by Liu to the Taipei City Health Bureau.
