President Lai Ching-te mentioned in an interview with Time magazine that the 'Republic of China and the People's Republic of China are not subordinate to each other' discourse has also been raised by former presidents Tsai Ing-wen and Ma Ying-jeou. Hsiao Hsu-cen, executive director of the Ma Ying-jeou Foundation, criticized Lai's 'new two countries theory' as deceitful word games targeted at foreign media who do not understand Chinese, claiming it differs from Ma Ying-jeou's '1992 Consensus' concept. Hsiao emphasized that Lai should directly declare Taiwan independence instead of using language play to deceive foreign individuals not familiar with Chinese, suggesting a reiteration of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area, per the Constitution of the Republic of China, to establish true peace and dignity across the strait.
