On June 19, 2024, during a legislative session, Kuomintang lawmaker Lai Shi-bao accused President Lai Ching-te of violating the Constitution and encroaching on Premier Cho Jung-tai's executive power by announcing the establishment of 3 committees. Lai Ching-te declared the formation of the 'National Climate Change Strategy Committee,' 'National Defense Resilience Committee,' and 'Health Taiwan Promotion Committee,' personally serving as the convener. Lai Shi-bao argued that while the 'National Defense Resilience Committee' falls under the President's jurisdiction, the other two belong to the Premier's authority, making it unconstitutional. This move led to a heated exchange highlighting tensions between the President and Premier Cho Jung-tai.
