During the Taipei-Shanghai Forum, the Taipei Mayor invited the second in command of Shanghai, Gong Zheng, to attend. The Mainland Affairs Council mentioned that if the Taipei Mayor strongly invites the second in command from Shanghai, the level of the delegation won't be too high. Today, Jiang Wan-An responded, stating that the invitation was made according to customary practices.
