A man surnamed Chen in Changhua County was acquitted of endangering public safety after riding his bicycle onto a set of railroad tracks, inhaling glue, and waving at oncoming trains. Despite causing the trains to brake and stop, the judge ruled that his actions were not severe enough to constitute endangering train traffic, as the train's overturning was unlikely even in a collision. Chen's defense argued that he only briefly crossed the tracks and his position did not pose a direct danger to the trains, emphasizing the significant difference in mass between a person on a bicycle and the trains. The court deemed his actions resulted from significant ignorance and falls under 'means inability,' leading to his acquittal with the option to appeal.
