On June 25, 2024, Mayor Kao Hung-an of Hsinchu City urged that the amendment of the Financial Planning Act should consider the contribution of tax revenue and provide reasonable returns to the city's residents. The current tax allocation system was discussed at a municipal meeting, highlighting the disparity faced by Hsinchu City despite its high national tax contribution. Mayor Kao emphasized the need to include tax contribution levels in the law amendment to better distribute funds to cities with high tax contributions and motivate local governments to manage finances effectively. He pointed out the challenges faced by the city due to insufficient subsidies from the Science Park area and called for a fairer distribution to support infrastructure and public services. Kao highlighted that despite Hsinchu City contributing nearly NT$290 billion in national taxes in 112, the city only received NT$10 billion in return, resulting in one of the lowest return rates in the nation.
