After assuming office, the new Chairman Zheng Wen-Can and Secretary-General Luo Wen-Jia of the Straits Exchange Foundation held their first background briefing, with Luo Wen-Jia presiding. Regarding China's recent release of the 22 punitive measures against Taiwan independence, Luo emphasized that such threats and intimidation do not help in normal and positive cross-strait exchanges, but may cause harm. He stressed the importance of mutual respect and understanding between both sides to promote positive exchanges, as using such means will only generate aversion and counteraction within Taiwanese society, damaging the prospects for positive interactions.
