Despite state-run oil and electricity companies collectively losing over 200 billion NT dollars, the four companies under the Ministry of Economic Affairs will still receive a year-end bonus equivalent to 4.4 months. Minister Guo Zhihui stated that the losses of these companies were due to the government's inability to fully reflect material costs in order to protect consumers, and this should not be blamed on the employees. The losses were mainly attributed to a six-fold increase in material costs over the past two years, which is a global issue rather than specific to Taiwan, according to Guo. The bonus consists of 2.4 months of performance bonus and 2 months of evaluation bonus, totaling 4.4 months.
