Due to overfishing, the population of sea urchins in Penghu has drastically decreased in recent years, leading to chaos even on the day the ban was lifted. Reports indicate that a significant amount of sea urchins were illegally harvested in April, with marine volunteers stating that over half of the sea urchins were stolen ahead of the official opening day. The situation has been described as a vicious cycle where the demand exceeds the supply, resulting in high prices and harmful practices. The Penghu County Government's Department of Agriculture and Fisheries has reminded that sea urchins with a diameter less than 8 centimeters are illegal, punishable by up to 3 years in prison or a fine of up to 150,000 NTD.
