The Parliament Reform Law officially took effect today after being announced by President Lai Ching-Te. Scholars, including Yang Chih-chieh from Yunlin University of Science and Technology, criticize the unprecedented move of applying for a constitutional interpretation after a reconsideration failure, especially if it is initiated by the Executive Yuan. President Lai immediately filed for a constitutional interpretation after the law came into effect, and the Control Yuan and DPP caucus also followed suit in requesting interpretations and temporary dispositions. The Executive Yuan is expected to make its submission after its meeting on the 27th. Yang points out that, among the four constitutional branches, only legislators can currently seek constitutional judgments, and initiating an interpretation after a reconsideration failure, particularly by the Executive Yuan, may pose constitutional issues.
