On June 29, 2024, Chinese Premier Li Keqiang signed a State Council decree announcing the 'Rare Earth Management Regulations,' which will be implemented starting from October 1 of the same year. This is the first comprehensive regulation in the industry, aiming to strengthen the management of rare earth mining, smelting, and circulation. The regulations emphasize the protection of rare earth resources, stating that these resources belong to the state and must not be encroached upon or damaged by any organization or individual. Various measures to promote high-quality development in China's rare earth industry have been outlined, including unified planning, emphasis on technological innovation, and ensuring green and safe production practices.
