On June 7th, 2024, Zheng Wen-Can and Secretary Luo Wen-Jia formally took office as the new chairman and secretary-general of the Association for Relations Across the Taiwan Straits (ARATS), respectively. While Zheng is seen as a centrist, Luo's background in cross-strait affairs is limited, leading to criticism from the blue camp that Luo was sent by President Lai Ching-te to 'observe' Zheng. A scholar analyzed that in ARATS, the Secretary-General actually holds substantial power over the nominal chairman, raising questions about the true dynamics of their roles.
