In 2008, the Guoguang Petrochemical development case was located in Changhua, facing opposition from residents and environmental groups. In 2011, then-presidential candidate Tsai Ing-wen visited the site to show support but shifted from petrochemical to solar power. Changhua Coastal Wetland, Taiwan's largest mudflat, was designated as an internationally important wetland by the Ministry of the Interior's Wetland Evaluation Team before the petrochemical project, now facing development pressures. The Wetland Conservation Act lacks resources and imaginative development mechanisms, posing challenges in conserving important wetlands. Urgent actions are needed to protect key wetlands from solar power intrusion.
