On July 4, 2024, Yunlin County Council Speaker Huang Kai was searched and taken for questioning to the Investigation Bureau in New Taipei City. The case involves collaboration between green energy industry players in Yunlin and local representatives. Over 100 personnel from the Investigation Bureau's New Taipei City unit searched 40 locations in Yunlin, including Huang Kai's office and residence. 21 individuals from the county government, council, and green energy industry were all taken north by high-speed rail for questioning, with investigations continuing overnight. Huang Kai, who served as the county councilor for four consecutive terms, succeeded the former Kuomintang-affiliated county council speaker, Shen Zonglong. Shen was prosecuted for allegedly receiving 20 million NT dollars in bribes related to green energy corruption last year before resigning, leading to Huang's election. Unexpectedly, Huang Kai now faces investigation for similar bribery allegations involving green energy. In response to these corruption cases, the Supreme Prosecutors Office, Investigation Bureau, and the Anti-Corruption Agency launched the 'Jingping Special Project' to crack down on civil servants and legislators who abuse their authority for personal gain in relation to green energy matters. Previous investigations led to the search and questioning of former township leaders and council members' involvement in these corrupt practices in Yunlin. The scale of the operation and the involvement of various individuals is considered uncommon.
