As Taiwan Semiconductor moves into Kaohsiung and offers double-high salaries to attract technical personnel, the Kaohsiung City Government is encouraging the construction of employee dormitories and promoting developers to build housing while simultaneously donating social housing units. To help companies secure land, the city has established a platform to assist in obtaining public land for business housing projects. An example involves a major factory converting industrial land to residential areas, donating some as social housing and some as employee housing, with plans to gift the housing to employees for free after 15 years to retain talent.
