Following China's enactment of laws targeting Taiwan independence advocates, resulting in the most severe penalty being death, Taiwan's Mainland Affairs Council decided to raise the travel warning level to 'orange' for mainland China, Hong Kong, and Macau, urging Taiwanese to avoid unnecessary travel due to increasing risks such as illegal detention incidents. The move sparked protests from Hong Kong and mixed reactions from political parties in Taiwan.
