A fishing boat from Penghu was detained by Chinese maritime police outside of Kinmen on July 2 and taken to Wutou Port in Fujian for inspection, prompting the long-missing Legislator Kuan Pi-ling to finally issue a statement promising negotiations by the Mainland Affairs Council and Fisheries Agency. Critic Tsai Wan-wei, in an interview, expressed that Kuan Pi-ling should have stepped down long ago, pointing out her tendency to 'play dead' and 'sleep' whenever issues arise. Tsai further criticized Kuan Pi-ling's absence in crucial situations and urged prompt negotiations with mainland authorities to clarify the boat's detention and bring the crew back according to proper procedures.
