US Investigates Solar Panels from Four ASEAN Countries

To prevent Chinese companies from circumventing high tariffs through Southeast Asia's 'transshipment,' the US International Trade Commission (ITC) ruled on June 7 that cheap solar panel imports from Cambodia, Malaysia, Thailand, and Vietnam (referred to as the four ASEAN countries) are harming US manufacturers. This decision may lead to new tariffs on these products, potentially affecting Chinese companies with factories in Southeast Asia. The investigation was initiated based on complaints filed by US solar manufacturers, alleging that solar panels from the ASEAN countries are being sold below production costs and benefitting from unfair subsidies, including those from the Chinese government. Further assessments and decisions regarding anti-subsidy and anti-dumping duties are expected by July 18 and October 1, respectively. The expiration of a tariff exemption for the four ASEAN countries has posed challenges for Chinese solar companies operating in the region, with reports of factories halting operations recently.
