According to a report by the Washington-based Institute for the Study of War (ISW), Russian elites and oligarchs have reportedly shifted their attitudes from criticizing the Russia-Ukraine war to supporting it. This change is believed to stem from a belief that Russia will win the war, although ISW notes that the shift occurred after the Russian government heavily suppressed dissenting voices following its invasion of Ukraine in 2022. Russian opposition TV channel TV Rain's founder Mikhail Zygar stated that many elites who opposed the war in 2022 now support it due to Russia's perceived advantage on the battlefield and the weakening Western support for Ukraine.
