On June 16, aboard the Navy's Min Chuan ship, a 24-year-old soldier surnamed Ou allegedly jumped into the sea as the ship left Keelung Harbor at 10:30 PM, swam to Heping Island Park, and sought help from the Taiwan Navigation Company. On June 9th, a male named Ruan, a Chinese national, drove a speedboat directly towards Taiwan's Tamsui River, shouting to defect to the Republic of China; he was arrested.
