During an interview on June 11, Minister of the Mainland Affairs Council Jacquelin Guo admitted negligence by the riverside lookout post when a Chinese man named Ruan drove a speedboat into Tamsui River, claiming to defect to the Republic of China. Guo stated that the intruder, who had previously served in the navy and as a vessel captain, appeared to have special experience and intentions relating to naval matters. Guo emphasized the need to enhance surveillance technologies following the incident, which was one of 18 similar cases within the past year involving mainland China testing Taiwan's coastal defenses. The intruder was apprehended at the scene with his boat confiscated.
