As of June 29, 2024, the Ministry of Labor has been promoting direct recruitment of migrant workers for many years, but only 12.6% of household employers have hired caregivers through this system according to a recent survey. The process of applying for direct recruitment is cumbersome and time-consuming, leading to penalties for mismanagement. Factors such as complex procedures, lack of understanding of the system, and restrictions from countries of origin contribute to the stagnation of direct recruitment. Efforts are being made to streamline the application process and improve services to facilitate direct recruitment in the future.
