The national conference on the five parliamentary reform laws passed with the Third Reading on May 28 caused severe opposition between the two political parties. At the first lecture held in Hualien by the Democratic Progressive Party (DPP), DPP Secretary-General Lin Yu-chang made a controversial statement suggesting that what Fu Kun-chi has done in Parliament is more significant than the disaster caused by the 0403 Hualien earthquake. This comment raised doubts, as Lin's remark during the lecture faced criticism for being inaccurate. Various DPP members also attended the lecture in Hualien to communicate with the local people and discuss the impact of the recently passed laws.
