In the early morning, there was a major malfunction in the Chunghwa Telecom system in Changhua City, rendering most phones in the area unable to make calls. Even emergency lines like 110 and 119 were inaccessible for a period. The cause of the outage, suspected to be a fault in the local Chunghwa Telecom operating center, is still under investigation.
