Jiang Xinzhang, son of New Taipei City Councilor Jiang Gen-huang, was nominated by the Kuomintang to run for the New Taipei City Xinzhuang District legislative seat, but was found to have instructed a 'professional internet army' to smear Democratic Progressive Party opponent Wu Bing-rui. Other targets of this internet army included Taiwan People's Party chairman Ko Wen-je, Democratic Progressive Party Taoyuan City councilor Huang Chiung-hui, and Lee Tsung-hao. Jiang Xinzhang and his team were arrested for allegedly violating the Public Official Election and Recall Law but were released on bail. The investigation revealed that the internet army, led by a man named Hsiao, was hired by Jiang Xinzhang to post defamatory content. Hsiao had previously been involved in spreading negative information about Ko Wen-je and attacking others on online forums such as PTT. The authorities also discovered that Hsiao and his partner HUNG had received government subsidies and contracts, but provided vague responses regarding their collaboration with Jiang Xinzhang and the amount of compensation received.
