A 28-year-old man surnamed Lu in Changhua was arrested after creating a new form of drug, 'marijuana chocolate cream cookies,' out of curiosity. Lu searched for marijuana recipes online, bought ingredients like cream and chocolate, and made the drug, packaging it in cute bear-shaped bags.
