The TRA did not conduct a transport safety investigation immediately due to the natural disaster, prioritizing emergency rescue operations, dispatching repair and engineering units to Yilan and Hualien, and implementing reduced-speed single-track operations below 20 km/h with horn signaling. Passengers reported impacts from rocks in the first and second cars leading to loud noises and the need for medical personnel to assist, assess injuries, and guide passengers to disembark and transfer to TRA shuttle services.
