Keelung Mayor Xie Guoliang's recall initiated by the public has completed the second stage of signatures, with a vote expected in September, possibly igniting a wave of recalls. A KMT proposal to raise the recall threshold has been criticized as self-serving, with the Blue Camp scheduled to review it on Thursday (7/4). Premier Su Tseng-chang stated that any expansion of powers by any public opinion institution during its term would not be accepted by the people. The legislative committee has begun the review of certain amendments to the Public Officials Election and Recall Act, including raising the recall threshold. The People's Party has expressed opposition, while the KMT caucus secretary-general stated there is no timetable for the amendment. Premier Su Tseng-chang emphasized the importance of the people's authorization and the contract between voters and MPs, warning against any actions that expand power without popular consent.

On July 1, the Civic group 'Mountain and Sea Citizen Dismantling Action' initiated a recall campaign against Keelung Mayor Xie Guoliang, with 40,000 signatures collected, surpassing the second-phase threshold and still accepting signatures. Political commentator and former aide to the People First Party, Wu Jingyi, questioned whether Xie Guoliang was innocent in the heated recall movement in Keelung. The recall campaign reached 40,000 signatures and strengthens the relationship between the Blue and White camps, with a significant gap in support between these parties. Wu further indicates the campaign may intensify as the younger generation expresses discontent, setting a goal of 50,000 signatures, with the possibility of transitioning the campaign energy towards middle-aged individuals.
